Major Kavach expansion approved for Northern Railways to enhance safety, modernise infrastructure
Indian Railways has approved a major expansion of the indigenous Kavach train protection system across the Northern Railway network in a significant push towards rail safety and infrastructure modernisation. The new project, worth Rs 362 crore, will cover over 1,478 kilometres of railway routes under the Firozpur and Jammu divisions.
Officials say the expansion is part of the government’s broader strategy to strengthen railway safety, reduce accident risks and modernise communication and signalling systems across India’s growing rail network.
What is the Kavach system?
Kavach is an indigenously developed Automatic Train Protection (ATP) system designed by Indian Railways to help prevent train collisions and overspeeding incidents.
The system automatically applies brakes if a loco pilot fails to respond to warnings or attempts to cross signals dangerously. It is considered one of the most important technological upgrades introduced by Indian Railways in recent years.
Kavach works through a network of:
- Trackside equipment
- Radio communication systems
- RFID tags
- Signal interfaces
- Communication towers and antennas
- Onboard locomotive systems
Together, these technologies allow trains and control systems to continuously communicate in real time.
Key details of the Northern Railway expansion
Under the newly approved project:
Firozpur Division
- Kavach will be installed across the remaining 1,012-kilometre route
- Estimated project cost: Rs 241 crore
Jammu Division
- Kavach will cover 466 kilometres of railway routes
- Estimated project cost: Rs 121 crore
The combined expansion will strengthen operational safety across strategic and high-traffic railway corridors in northern India.
Communication towers and infrastructure upgrades planned
Apart from installing the Kavach system itself, Indian Railways will also develop supporting communication infrastructure to ensure uninterrupted operation.
This includes:
- 40-metre-high communication towers
- Antenna systems
- Optical fibre communication support
- Signal integration systems
Officials say this infrastructure is essential for enabling seamless communication between trains, stations and railway control systems.
Why the Kavach expansion is important
Railway experts believe the wider rollout of Kavach is a major step toward reducing human-error-related accidents on Indian tracks.
The system can help prevent:

- Signal passing at danger (SPAD) incidents

Indian Railways accelerating safety modernisation
The latest approval follows several recent railway modernisation projects focused on signalling, safety and communication upgrades.
Last month, Indian Railways approved projects worth Rs 1,364 crore aimed at improving signalling and communication infrastructure across multiple zones.
These included:
- Kavach installation for 232 locomotives in Southern Railway
- Communication backbone strengthening projects in Northern Railway
- Expansion of optical fibre communication networks
Fibre cable network expansion in Northern Railway
As part of earlier approvals, Northern Railway also received significant investment for communication upgrades under the umbrella project titled:
“Strengthening, repair and replacement of communication backbone over Indian Railways (Umbrella Work 2024–25).”
Key approved works include:
Ambala Division
- 2×48 fibre cables across 926 route kilometres
- Cost: Rs 115.74 crore
Delhi Division
- 2×48 fibre cables across 1,204 route kilometres
- Optical Fibre Communication (OFC) rooms at stations
- Cost: Rs 165.49 crore
Lucknow Division
- 2×48 fibre cables across 1,074 route kilometres
- Cost: Rs 119.63 crore
These projects are expected to improve communication reliability, signalling efficiency and operational coordination.
How Kavach supports future railway growth
Indian Railways is increasingly focusing on technology-driven operations as passenger traffic, freight movement and train speeds continue to increase across the country.
Modern train protection systems like Kavach are expected to become especially important for:
